DIRECTOR OF STANDARDS AND CERTIFICATION

The First Nations Financial Management Board (FMB) recently opened their office in Vancouver, BC. Established as one of the four national institutions under the recent approved federal legislation, the FMB is a non-profit corporation that will provide tools and guidance that will instil confidence in First Nations’ financial management and reporting systems to support economic and community development.

This national First Nations financial corporation is seeking a key individual to join their executive team and lead their standards and certification division. Reporting to the CEO and working closely with the executive team and a board committee, the successful candidate will be a strategic and analytical professional. He/she will oversee two technical groups that are lead by highly skilled managers who are responsible for developing, implementing and providing financial management system certification to First Nations. To fulfill these goals, FNB requires an individual who will thrive overseeing and directly communicating with First Nations communities on the certification process while managing and implementing Financial Administrative Law (FAL) standards including the on-going auditing and monitoring of certified communities.

The Director will be a well respected leader with proven abilities and expertise for processes including: policy analysis, certification, auditing and the interpretation of law. This opportunity will be attractive to an individual who is knowledgeable and passionate about the organization’s mandate and who possess the following key requirements:

Ideally a CGA, CMA or CA accounting designation and post secondary degree in a related discipline, complimented by a minimum of 7 years experience successful experience at an executive level, or an equivalent combination of education and experience;

  • Demonstrated strong leadership skill, enthusiasm and ability to lead, develop, empower and inspire a team of technical, operational and administrative staff and contractors;
  • Excellent analytical skills and experience managing multiple contracts and stakeholder relationships;
  • Extensive and thorough knowledge and experience working with First Nations political organizations, governments, and communities, complimented by an understanding of relevant legislation, regulations, policies, and procedures;
  • Experience working in and/or with provincial and federal governments;
  • Strong communication and interpersonal skills combined with proven negotiation and public speaking experience; and
  • Willingness to relocate to Vancouver area and travel as required.

MANAGER, LEGAL AND STANDARDS

Established as one of the four national institutions under the recent approved federal legislation, the FNFMB is a non-profit institution that will provide tools and guidance that will instil confidence in First Nations’ financial management and reporting systems to support economic and community development.

Currently this newly established First Nations institution is building their management team and seeking select professionals who are dedicated to the mission and mandate of the organization. Under the leadership of the Director, Standards and Certification, the Manager, Legal and Standards will be responsible for developing and updating Financial Administrative Law (FAL) and certification standards while working closely with the senior management and executive teams to assist First Nations across Canada. This role will appeal to a strategic and analytical legal professional who would like to contribute to a ground-breaking and powerful process. He/she will work closely with the Standards, Approvals and Certification Committee providing advice and recommendations for developing and revising the FAL and certification standards and will be responsible for advising the FNFMB Board of potential and anticipated legislative and/or regulatory changes which might impact the organization. The Manager provides support and guidance to First Nations with developing and approving their own FAL including assisting with the development and implementation of suitable regulations and practices.

The Candidate:

The successful candidate will thrive on and have proven abilities and expertise in the areas of regulatory and policy analysis as well as experience establishing by-laws and relevant legislation on reserve with the following key requirements:

  • Ideally a Bachelor of Law degree with a minimum of 5 years relevant experience at a management level, or an equivalent combination of education and experience;
  • Demonstrated professional work ethic, enthusiasm and ability to lead and facilitate processes, as well as experience overseeing the work of contracted professionals;
  • Excellent analytical skills and experience managing multiple contracts and stakeholder relationships;
  • Extensive and thorough knowledge and experience working with First Nations political organizations, governments, and communities, complimented by an understanding of relevant legislation, regulations, policies, and procedures including the FNFI legislation as well as First Nations taxation;
  • Strong experience in the areas of quality assurance, and risk management;
  • Experience working in a First Nations environment;
  • Strong communication, interpersonal, and facilitation skills; and
  • Willingness to relocate to Vancouver area and travel as required.
